Resolution 10-30 paved the way for the formation of the Atherton Library Building Steering Committee (ALBSC) and the disbandment of the Library Needs Assessment Task Force. You will notice that the motion forming the ALBSC was opposed by McKeithen and Dobbie. The reasons for this curious move can only be discerned from the June City Council Minutes, which are available here (click on the item entitled June16 Minutes from the list, and go to Item No. 23, on page 4). Apparently, the original motion submitted to the council included the recommendation to use the site of the Main House in Holbrook-Palmer Park as the location of the library. Everything was going along very amicably and nicely, with lots of praise and high aspirations and a sense of how happy people will be. Then Mayor McKeithen said right then that "open forum meeings with the public need to take place before anything is decided."
But then, in deference to the various representations that the public needed to make the decisions, the council motion that approved the Resolution made a last minute edit, and removed "item 2" from the list of five items on the initial motion. The removed Item read: "2) the library furthers the community's desire to enhance the civic use of the park by relocating the library to Holbrook-Palmer Park." (Emphasis added.) Otherwise, the motion was passed as presented. However, this edit was enough to cause both McKeithen and Dobbie to try to defeat the same motion that they had supported initially.
